Newbie question - Addressable LED Strip seemingly has a group of led counting as one led?

I have a Led strip (WS2811) with 720 LED to a meter in 20 cuttable steps. With WLED, when trying to segment it to address only one or a small group of LED it seems to count 36 Led as one led???
It also seems to group them just between the cuttable steps.
Can WLED reach the individual LED or a smaller group than 36???

If it’s 24v based no they can’t since all the LEDs are needed to drop the voltage. I have some more explanation in this video.
