Yes that will work fine in regards to controlling it but effects for panels are currently limited within WLED.

Yes the twinkle effects do look good. If and when matrix panels become supported other effects will definitely start looking good. This will also open up other options such as displaying scrolling text with basic graphics.
I understand that the question is off topic… But is there another code to pilot led matrix panel ?
