Can someone make a user mod to make stepper motor continuously rotate? I have a starlight ceiling with a twinkle effect that uses a stepper motor to create the effect.

The ULN2003 stepper driver requires the MCU to switch the coils of the motor off and on in sequence just to accomplish one step or rotation. (Since you quoted the ULN2003, I assume you have a 5wire motor like the very popular 28BYJ-48. ) I’m not sure how feasible that is while also blasting out LED data. I’d look for a higher-level driver interface that just wants speed and direction or at least just a pulse per step (e.g. A4988). It wouldn’t be too difficult to build one. I also just googled a remote controlled 28BYJ-48 on Ali which maybe could be integrated.

Better to use this very cheep and realy good ready made A4988 or simular controllers
just pulse the STEP and solder the DIR to the derection you want
THE Pulse you can also effext by a Transistor on the RGB of a Non programmable Strip setup
Sure, I mentioned those. I am somewhat familiar with stepper controllers because of my CNC hobby, which I think we share. It really depends on the requirements, but I suspect the OP just wants to start the motor spinning at an approximate fixed speed, and forget about it. You have to keep pulsing those typical motor drivers. I wouldn’t doubt you could do that with some discrete components, or a 555 timer, etc.
for a DC motor like a mirro ball you woudent go that way just the Relay output
for a speed controll as well as the stepper pulse its on the NON Programable strip setup
you chouse a color and the RGB value produces the pulsewide on the Output
