The capacitor is not required, but if your power-supply is a bit nosey or pulls too much current, it can help smooth out the noise, and cause less problems. (this is very useful if you have VERY long strings of LEDs) I have a few LED strings that are all 5v that I deliberately didn’t install the cap, and they work perfectly.
